The Circle was judge, jury, and executioner for a great number of collaborator scum under President Tom Zarek.
One of its few accomplishments, aside from killing a bunch of traitors was defining the "Jammer Treatment". Previously (and embarrassingly) BSG crew members were stuck using the Babylon5 term 'spacing'.
